PUBLIC NOTICE
Sealed Bids, addressed to Mr. Allen Sims, General Manager, Jefferson County Drainage District 7, will be received in the DD7 Administrative Office, 3400 Highway 73, Port Arthur, Texas 77642-1862 no later than 2:00 P.M. CST, Tuesday, June 9, 2026 for the proposed Emergency Operations Center to be located at 4401 9th Avenue, Port Arthur, Texas 77642. Bids received after this time will not be opened.
A Mandatory Pre-Bid Conference will be held at 10:00 AM CST on Thursday, May 21, 2026 at the Drainage District 7 Administrative Offices located at 3400 Highway 73, Port Arthur, Texas.

Bid Security: Each bid must be accompanied by a certified or cashier’s check or an approved Bid Bond underwritten by a surety satisfactory to Drainage District 7 for the sum of five percent (5%) of the amount of the maximum total bid as a guarantee that this bidder will not withdraw his bid for a period of sixty (60) calendar days after the bid opening date, and that if awarded the bid, the Bidder will promptly enter into a formal contract with the Owner and will furnish the required Performance and Payment Bonds. If these conditions are not met within ten (10) calendar days after receiving the Notice of Award, the bidder will be liable to Jefferson County Drainage District 7 in the amount equal to the difference between the bid amount of the bidder and the next lowest secured bid for this work and Drainage District 7 may apply the bond or check accompanying this bid to said amount. If the damages are greater than said sum, Drainage District 7 shall be entitled to the difference. Certified or cashier’s check shall be made payable to the Owner. Bids without the required bond or checks will not be considered.
Jefferson County Drainage District 7 reserves the right to reject any or all bids or to accept any bid or combination of bids deemed advantageous to it. Any bid received after the closing times stated above will be returned to the bidder unopened.
